義務教育が終わってないうちの犯罪であれば
教育不足ってことで社会側にも責任の一端があるとも言えるから
まぁ考慮してやってもいい
病気とか海外からの転入とかで中学卒業遅れることもあるから年齢性じゃなく学年制で
